blank page layout, and wp admin interface error when transferring to arabic

hi,
i was redirected from your theme autor named phuc161,1-im suffering from the page layout, i do not want a header or footer as i am making a squeeze page how do i make a blank page without a header or footer ?please note that i used the plugin blank slate with no success
2- when i switch the theme to arabic the wordpress admin user interface turnes black on the right of the screen please see attachment
i need this resolved as soon as possible as i am launching soon
