Date and time localization for online-booking

Hi there,

i would like to make some changes to the time- and datepicker.

In the timeicker i would like to do these changes:

1. Change the time format from 12hr to 24hr
2. Change the language of the time table
3. Set the minimum hour to 9:00 and the maximum hour to 18:00
4. Set the current hour and minute when the timepicker is created

In the dateicker i would like to do these changes:

1. Change the date format to dd.mm.yyyy
2. Change the language of the date table (month label, previous-next buttons)
3. Disable some days of the week from the selection
