Enroll Option Still Appearing

Hi,
We have been adding new courses and lessons to our site but want all users to have access to them. Some of the courses I published are not available to some registered users. They receive an “Enroll” button and even if they click it they still cannot access the course.

Auto Enroll is turned on.
