I am unable to add an extra line of blank space after an element in mobile view

Hello!
You all were super helpful with my previous request for help.
I was unable to hide the blank space that was created when I hid a custom section (with a video background) for mobile views. You were able to get rid of this blank space on mobile view. And it worked well.
I am just having one more small issue, if you wouldn’t mind helping!
When the blank space was removed, it attached the next row to the bottom of the row that’s visible in mobile view. I tried adding a blank row at about 25px to create some sort of padding between the two rows, but it does not show up.
I cannot figure a way to add some blank space here for my design.
