New Agents – How to add new agents?

How does one add new agents?
The default “register as an agent” redirects to a login page and doesn’t allow for new agent registrations.
The only other way I see is to add a new User on Admin-level access and select this user as “Agent”.
Seems like my Editor or Contributor cannot add new Agents with their level access.
There’s also nothing in the Documentation on this topic.
