One Page Menu scrolling don't work – Blogtitle changing?

Hello,
please check our project on: http://wunderweib.servercoding3.de/
We want on the page “Wunderwelt” and “Wunderwaffen” a one page menu. The one pager menu works when the user is on the self site. But when you click from home or another page to the submenu link – the page jumps to the begin. Could you please check it and give me a solution?
Another small question:
How can i change the pagetitle from “Blog” to the Sitetitle -> “Weibergeschichten”: http://wunderweib.servercoding3.de/weibergeschichten/
