Restrict enrollment/Password Protect Course

  is there a way to restrict enrollment to a course? I would like a way to manually approve a user prior to them being able to participate in the course for either free or a paid course.
  
  or is there a way to password protect individual courses?

  However I tried with a fresh Course and it was restricting the users.
