black toolbar -instructors toolbar- not showing

Hi ,
So I had many Instructors facing a problem logging into the dashboard ’cause the upper black toolbar is not showing for them after signing in as instructors and being approved !
I tried it myself and it’s true . they have to to open (mywebsite/wp-admin)
how can I solve this ?also , how can restrict / limit their access in the dashboard ? I only want learn press to be showing not all other things in there ?
