cant put file to direction and cant fully activate it

Dear team,
It’s been few days now that i couldnt solve this issue on theme installation, whether its providers fault which they also deny, or it is theme configuration problem. anyway this cant be hang longer.
I’ve attached the screenshot from my error page and believe me i have tried 100 ways to resolve this but couldnt help myself but to post this here.
is there anything am i doing wrong ?
your help would be much appreciated.
