javascript not loading/working

When alerted that the login wasn’t working, I found that none of the js seems to be working/loading. The sticky menu should roll up, parallax, neither of those are working either. To validate, I opened the staging site (working fine) in a browser with javascript disabled and my experience there confirmed that this is what’s happening.
What could be causing this?
