Open In New Window not working

Hello,
I reached out to SiteOrigin in regards to their builder not recognizing the “open in new window” setting for links within the builder. They said it was a theme conflict, and to get in touch with the developers of Resca. Can you help me out? None of the images, links, pdfs, etc. open in a new window, even though I have them set correctly. Thank you. -
