Unable to customize the checkout page in WooCommerce

Hi team,
We want to set up a functionality to allow user to Login/Signup first before they enter their checkout details. We are trying to customize the checkout page to achieve this, but we are unable to.
The only possible workaround is to register new users as a part of the checkout, which is not an ideal user experience for our website. Can you please look into and suggest a solution?
