Footer menu widget hover colour

Hi am trying to change the hover colour of the footer menu widget. To the custom css I have added:
#footer .footer-sidebars .wrap_content .widget_nav_menu ul li a:hover {color: #213b91!important;}
Which should actually change the colour from white to my designated colour, but remains white, am I doing something wrong?
