VC tabs and slider revolution video layer overlay

hi there,
1. I have Visual Composer tabs in my site (as the first attached screenshot) but in mobile i want them to appear aligned the same as in bigger screen and not as the second attached screenshot. same like this site: https://www.fmtv.com/join-today resize the browser and see how they look the same like in the big screen and just get smaller. is there a way we could fix this?2. Also i have a video layer in Revolution Slider and i want to add a coloured overlay above the video but not above the text.
