Addon Request – to Assign Students to a specific co-Instructor

i need a Addon

(1) to assign Students to a specific co-Instructor, because it is hard to maintain 1000 students under 1 instructor
(2) This Co-instructor can Assign Assignments, send mail and View Grade Book of their Respective Student, in All Courses the Student has Taken.
(3) Student can chose the co-Instructor they prefer at the time of registration
(4) At the Time of Registration Student has to submit their Grade and their Institution along with their Name and Email id

please create this Addon and let me know the Charges for this Addon
