Background colour for the ‘How does it work’ flow won’t update

I’ve updated all my global colours and tried to update individually for the ‘How does it work’ step by step part of the theme on the home page but the element persistantly turns blue after I mouse over (note hover colour has been changed but it changes to blue after my mouse leaves the element). See Video. I need to know where to change this to my sites colours.
