child-theme tab seems to be missing, and alignment issues

In the documentation: http://docs.thimpress.com/academy-lms/#child-theme-23 it shows a tab for creating a child-theme. I’ve searched, and that tab does not exist.
I’m also noticing places where there are spacing problems. I’ve got a screen cap of one of them. Is this an issue within the theme? Any suggestions for how I go about fixing that?
