Customize Blog page top image not responding

Trying to customize the image in the blog page top image. I uploaded an image of mine but it will not show up. I have tried other images including the one came with the template. Right now the background color is using #000000 even though there is an image chosen. I have flushed he cache and still not showing up.
The categories header of the blog ie. http://antarcticmike.com/category/sales/ shows up but not the blog main page.
