Database and Page Creation Issues

The main problems that I am facing are that I cannot create a new page and keep getting this error message everytime…
“Publishing failed. You are probably offline.”
The other problem is that I keep getting notified that…
“LearnPress update – We need to update your database to the latest version.”
When I click ‘Go to Update’, a box appears that says ‘Upgrade Database’ but then it just hangs
