How Are Visitors Allowed to Create an Account Without Paying?

Visitors are allowed to create an account on my LMS, but they are not a paying student. They do not have access to the courses, but I’m just curious how they are doing this?
Also, if I subscribe to Paid Memberships Pro, will that force students to enter their first and last name? Currently, students are not forced to enter their names and that’s a small issue.
