How can I be sure that “subscribers” are being notified of new blog posts?

  I’m pretty sure that subscribers and users are not receiving notices of new blog posts.
  
  Where do I need to look to see if I have the right settings? Is there a way to export the users to a CSV file so I can use Subscribe2 or another such plugin?
