How to add a menu over the primary menu?

  Hi,
  
  I am now trying to add a second menu over the main menu, I tried this with the option topbar, but it turned out that the top bar cuts off some elements. So I will add a second menu over the main menu right now:

  Is it possible to do so? Please tell me how.
