How to change the hint text in “Reset Password” page?

  The current hint text is:
  Hint: The password should be at least twelve characters long. To make it stronger, use upper and lower case letters, numbers, and symbols like ! ” ? $ % ^ & ).
  
  How do I change that? I need to remove the reference to 12 characters.
