How to make course available for Users, not able to get the flow.

Hi, I am working on my site to make course available for students offline, ie without making online purchase. We want to enable the courses after offline payment is done though some other means like payment gateway.
Can you please show us how is the flow, we are not able to proceed.
Will share the credentials if you say.
