Intructor Level User is not able to publish quiz

Problem
Website has a User with name as Chetan
He was Previously able to publish Quizes.But suddenly The “Update” and “Publish”
buttons have been vanished from His dashboard.So whatever he is doing is being saved as draft. Please look into it.
