Not able to show menus on header bar

I have been trying to display a menu on a certain header bar layout but it doesn´s seem to work.
Please refer to de sequence of screenshots 1 to 4. Menu on toolbar works fine.
I can only show the menu on other header layouts but the visual result is not appealing to me. I would really appreiciate if I could use those two slim bars together to display some menu links.
