There is no option to upload video from Laptop

Hi,
If someone visits my site and go to submit a video page and want to upload a video from his PC but there is no option to upload a video from a PC or Laptop https://prnt.sc/126bdm6. There should be the option to choose a file from a PC. What is the solution?
