Updating email template PMPro not working

  Hi,
  
  I’m trying to update an email template for PMPro but despite the template being saved and showing in the system the old message is still being sent out.
  Specifically, I want users to be notified when I change their membership level is changed and I want the message to include the confirmation message.
  
  I’ve attached a screen shot of what new template should do and a second showing what exactly it is sending out. No matter what I change in the template, the email that is sent out is always the same.
