User Certificate not Available after Purchase

  Hi,
  
  I have a user who has paid for a course certificate by PayPal, it is showing as completed in the orders list but it is still asking for payment in his user profile. No certificate can be downloaded from his profile.
  
  Can you take a look at this please?
