Website does not load correctly at the first time

Hi. I started to face a problem month or two ago which is that my website does not load properly at first time. It loads. But it does not show any content. I’ve attached a screenshot as well. When I try to scroll, I can see under my toolbar and URL bar, contents of the site moves. But after reloading the page again always fix the problem. But it is really inappropriate. I thought that is a problem with my server, but even in the localhost, now I’m experiencing the same thing. Please give me a solution.
