Woocommerce keeps adding flat shipping rate, even with shipping turned off

Hello,
I would address another problem I seem to be having with the theme.
In my settings shipping has been turned off (we have a pickup service). But first time visitors see an added shipping fee when they check their shopping basket. When they continue to checkout the fee is gone (as it should), even when they go back to the basket. I can’t seem to find why this happens. Once you have visited the site and have been in the checkout screen the problem doesn’t seem te exist anymore. But new customers seem te be confronted with this (and we did lose some sales because of it).
Is there a solution to this?
