Woocommerce/Paypal Stopped Working – Error Message On Checkout

Please see last support ticket for us, you added caching plugin. I have since turned it off because client continued to complain of unrelated issues…lockouts, submission form not working, and cart checkout not working and every time I went to site it wouldn’t load properly. I have not removed, only deactivated after clearing cache. Not confident it wasn’t causing issues.
I can find no issues with the forms, but checkout does not work – when you go to checkout there is this error message:
Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements.Checkout did work when we launched and the only added plugin was the caching plugin.
I did reauthorize credentials with paypal in case that was the issue but did not fix issue.
Can you please assist? I’m lost as to what the problem could be…not sure if it’s with theme, woocommerce or paypal!
